Which exchanges are open to Russian users: the short answer
In two weeks of October 2026 the list of venues serving Russian users lost two major exchanges at once. The question of where to move became a practical one: people had balances sitting on those accounts, and the withdrawal deadlines arrived as individual letters.
The short version: six venues accept users from Russia and offer a rouble entry through P2P, while four announced restrictions in October. Below is who sits in which list, and why.
Which exchanges work with Russia
One thing to take away immediately: rouble offers on a board and permission to use the exchange are different things. Rouble ads show up on venues that do not serve Russian users at all, and what decides the matter is the terms of service, not the board.
What changed after MEXC and Bitget left
On 16 October
Bitget added Russia, Belarus and Kazakhstan to its list of prohibited jurisdictions, written straight into the terms of service. Four days later
MEXC announced it was ending service for users in Russia and Belarus. Both notify users individually, and every account has its own deadline.
The reason behind both is the same, and it is not about Russia specifically: the MiCA transition period closed in the European Union on 1 July 2026, and venues redrew the map of countries they serve. Each one decides for itself and writes it into its own documents — which is why the status is worth checking in the terms of service, with the date they last changed, rather than in the news.
Bybit — one of the main alternatives to MEXC and Bitget
The venue bundles several things that used to require separate accounts: rouble P2P, spot, perpetual futures, copy trading, a card for everyday spending and savings products. For someone moving off MEXC or Bitget, that means one migration instead of three.
Four needs — one exchange
Buy and sell USDT for RUB, pick rate and limits, escrow
Operations via payment infrastructure — check terms in your account
Virtual or physical card for online and in-store purchases
822 perpetual contracts and 388 trading pairs
* Bybit Card isn’t available in every country: issuance depends on residence, KYC and card program terms.
Rouble P2P: buying and selling USDT
Its rouble board is the deepest among the available venues, and that is the main argument. A simple rule governs any market of offers: the more sellers, the narrower the gap between the buying and the selling price — and the less you lose on the exchange itself.
The trade runs through escrow: the seller's coins are locked by the venue before you send any money, and are released to you only once the payment is confirmed. That last point matters most — it is exactly what separates exchange P2P from a hand-to-hand swap in a messenger.
USDT stays locked until payment is confirmed
The seller’s USDT is reserved by the platform
The buyer sends rubles to the payment details
The seller sees the funds in their bank
The platform releases USDT to the buyer
To keep the deal safe
- Check the payment in your bank app
- Don’t confirm based on screenshots
- Don’t settle outside the P2P system
The practical consequence: until the trade is confirmed, the coins belong to neither the seller nor you, but to the venue. So the one place where money can be lost is a payment sent outside the details shown in the interface. Always take them from the trade window, never from a chat.
Futures and trading instruments
A rouble entry is usually followed by trading, and here the instrument list runs wider than at most venues in this review.

Other exchanges open to Russian users
Bybit is not the only venue open to users from Russia. The others have their own strengths: a wider listing here, a cheaper withdrawal there, more perpetual contracts somewhere else. "Best exchange" means nothing until you say what for.
Strengths in numbers
Each venue is covered in detail, on our own measurements, on the exchange comparison pages, and the live routes between them are in the cross-exchange arbitrage section.
Which exchanges are not suitable for Russian users
Four venues in October 2026 either named Russia in their terms or announced they were ending service. Funding an account there now is not worth it, even where the login still opens.
Rubles in ads don’t mean access
Check in the right order
"Unavailable" in this table means exactly what the venues' own documents said on the day we checked. Terms change without notice, so before any trade it is worth looking at the Restricted Locations section and at the notices inside your account — that is where individual restrictions arrive before they reach the news.
Comparing exchanges for Russia on the key figures
The table below brings it together: availability, rouble P2P, the number of USDT pairs and perpetual contracts. The numeric columns sort, and the list filters by availability.

Rouble P2P: where to find the better offers
The price of USDT in roubles differs from venue to venue, and the gap reaches several per cent. On an everyday amount that is lunch; on regular operations it adds up to real money over a month.
Our scanner reads the boards of ten venues and puts the best buying and selling prices side by side. Current figures for any pair are in the P2P scanner, the spread between venues is in the markets section, and ready-made "buy here, sell there" routes are in P2P routes.
How to choose an exchange after MEXC and Bitget
The choice depends on what you need the exchange for. Four typical jobs — and the venue that fits each.
Which exchange fits your needs
You need ruble P2P, fiat operations and extra services
Ruble P2P is also available on HTX, Gate, WEEX, LBank and BingX.
Most perpetual contracts among available exchanges
How to move assets off MEXC or Bitget
If the restriction letter has already arrived, the order of business is simple and calls for sequence rather than speed. Both venues stated separately that this is an orderly withdrawal, not a freeze.
A separate word on networks. A coin can only go out on a network the receiver accepts, and the same ticker can be a different token on different exchanges. The cross-exchange arbitrage section shows transfer status and fees for every pair of venues — that is, where the coin can actually go and what it will cost.
What to do next
The rouble entry works, there are enough venues, and two exchanges closing did not cancel the task — it only showed that keeping everything in one place costs more than it seems. The working setup is unchanged: a rouble entry where the board is deep, trading where the coins you want are listed, and a withdrawal route between them that you have checked in advance.
